About the Role: The Deputy Chief Technology Officer works with the Commonwealth’s Chief Technology Officer (CTO) to ensure technology strategy aligns with the Commonwealth’s enterprise technology and architecture standards and overall vision through their own technical solutioning prowess and adept business understanding. We are seeking an individual with strong management skills and experience who is detailed and process-oriented, and a leader who is technically savvy and accomplished. The successful candidate will work closely with business and technical teams across all Commonwealth organizations and technology providers on the analysis, design, proofing, and implementation of technical solutions. The successful candidate must have demonstrated experience understanding complex business needs and successfully visioning, architecting designing, and delivery of infrastructure and platform-as-a-service solutions, scalable hybrid cloud operations, as well as on-premises deployed platforms. The successful candidate will: Support the CTO by working closely with the business and agency information technology leadership teams. Help influence technical and architectural aspects as it relates to enterprise- wide business decisions. Work with the CTO to oversee development of enterprise standards and technology architecture, technology evaluation and the IT governance process. Active leader in the continuous design, development, and implementation of the Commonwealth’s infrastructure and platform as a service initiatives and hybrid cloud strategy Lead the monitoring, evaluation and selection of technologies that can be applied to future products and services. Manage and lead application development and maintenance projects directly and in a matrix environment through a project management capacity. Active leader in architecture reviews for IT projects and programs to validate technology alignment with enterprise architecture policies and standards. Supervise, lead, hire, coach, and evaluate performance of staff. Required Knowledge, Skills & Abilities: Advanced degree in technology or business discipline 10 years of experience in a leadership/ senior leadership role 10 years of experience successfully managing technical teams of 10-20 people 5 years of experience leading technical teams focused on building, maintaining, and supporting cloud-based web/mobile applications and platforms including Software as a Service (SaaS) and vendor hosted business application platforms Proven ability to lead and motivate cross-functional teams while thriving in a fast-paced environment Demonstrated ability to build strong relationships with internal stakeholders, partners, and vendors Proven success in complex program management Demonstrated success in driving and delivering successful program outcomes Strong experience with integration technologies and processes, cloud and enterprise data warehouse implementations, and integration tools Familiarity with ERP system and ERP-like architecture and systems Experience with integration methods both real-time and scheduled exchanges Demonstrated experience interacting with all levels of management with strong presentation and facilitation skills Demonstrated success leading multiple teams and personnel, motivating a team to complete tasks and meet deadlines Excellent writing, verbal, and proactive communication skills Proven collaborative attitude and strong technical aptitude Demonstrated success in vendor management Proven consensus building skills Preferred Technical Skills, Knowledge & Abilities: Experience in leading enterprise infrastructure systems teams in a Hybrid Cloud environment to include but not limited to on-premise facilities and cloud (AWS, Azure, Oracle, IBM and Google) and SaaS platforms Proficiency in Microsoft Active Directory, Azure Active Directory Familiarity with M365, Microsoft Dynamics 365 Fraud Protection, Power Apps, PowerBI, Power Automate, Azure DevOps, and GitHub Solid understanding of information security; including system hardening, log analysis, intrusion detection, and vulnerability scanning Familiarity and experience with SaaS platforms such as OnBase, Salesforce, Dynamics, and others Prior government experience is a plus Qualifications MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least four (4) years must have been in a managerial capacity.
